The US DOT is a set security regulation that requires Companies that operate commercial vehicles transporting passengers or hauling cargo in interstate commerce to register.
The MC, in general, companies or individuals that do the following are required to have an interstate Operating Authority (MC number):

IFTA (International Fuel Tax Agreement)
All interprovincial or international commercial vehicles with the following characteristics must register.
Quarterly Fuel Tax Returns
Every quarter, you must file a single return for all the fuel you used in member jurisdiction for periods of Jan – March, April – June, July - September & October to December.
Carbon Tax / Report
Companies with Specified commercial vehicles with the following characteristics must register for the Greenhouse Gas Pollution Pricing Act.

Interprovincial or international commercial vehicles that do not wish to register annually to IRP and IFTA can obtain temporary trip permits.
